Tim Anderson doet verslag vanuit Cuba over de verslechterende ontberingen als gevolg van de hernieuwde Amerikaanse blokkade onder de tweede termijn van Trump, die ernstige gevolgen heeft voor voedsel, medicijnen en economische herstelinspanningen.
In the framework of its 38th Summit of Heads of State and Government, the African Union (AU) approved, for the sixteenth consecutive time, a resolution condemning the economic, commercial and financial blockade imposed by the Government of the United States against Cuba.
The adopted document reaffirms the historic position of the African continent in support of the sovereignty of the island and demands an immediate end to a policy that has caused incalculable damage to the Cuban people. The resolution also calls for Cuba’s removal from the unilateral list of state sponsors of terrorism, a baselessly imposed designation that aggravates the Caribbean nation’s economic difficulties.
Cuban Foreign Minister Bruno Rodríguez Parrilla highlighted the condemnation for the sixteenth time by the African Union (AU) against the US blockade imposed on the island for more than six decades. On the social network X, the Foreign Minister stressed that the regional body asked to remove the Caribbean nation from the list of countries sponsoring terrorism. ‘We thank its members for their support and fraternal solidarity,’ Rodríguez stressed on the platform.
In addition, the AU reiterates its support for the resolution approved every year by the United Nations General Assembly against the blockade, a vote in which the vast majority of the international community has expressed its rejection of Washington’s policy. The text also denounces the extraterritorial nature of the sanctions imposed on Cuba, which affect not only the island, but also third countries and companies seeking to establish economic and commercial relations with Havana.
The African Union’s commitment to the defense of Cuba is based on the historical ties of solidarity and cooperation that bind the island to the African continent. In multiple international forums, African states have advocated for the end of the blockade and have recognized Cuba’s contribution in key sectors such as health, education and the fight against colonialism.
The resolution adopted at this summit reinforces the global call to end a unilateral policy that violates the principles of international law and the human rights of the Cuban people.
RESOLUTION ON THE LIFTING OF THE ECONOMIC, COMMERCIAL AND FINANCIAL BLOCKADE IMPOSED ON THE REPUBLIC OF CUBA BY THE UNITED STATES OF AMERICA
The Assembly,
1. EXPRESSES serious concern about the continuous and illegal economic, commercial and financial blockade imposed on the Cuban government and people;
2. REAFFIRMS its full support to the resolution of the UNGA “Necessity to end the economic, commercial and financial blockade imposed by the United States of America against Cuba”;
3. REGRETS the regression in the bilateral relations between Cuba and the United States and once again, calls upon the Government of the United States of America to lift the long standing and unjustifiable economic, commercial and financial blockade imposed on the Cuban people;
4. ALSO REGRETS the measures implemented by the Government of the United States since 9th November 2017, which strengthen the blockade and expresses deep concern over the widening of the extraterritorial nature of the blockade, including the full implementation of Chapter III of the Helms-Burton Act (based on paragraph 300 of the G-77 Ministerial Declaration of 2022, which maintains the same language agreed in 2021);
5. ACKNOWLEDGES that the negative impact of the blockade is aggravated and even more cruel in the current context, when Cuba is facing the economic and social effects of the Covid-19 pandemic;
6. ALSO ACKNOWLEDGES that the blockade is the main obstacle for Cuba’s implementation of the United Nations 2030 Agenda for Sustainable Development and shares this concern due to the importance that the African Union attaches to the achievements of the objectives on the said agenda;
7. ALSO REAFFIRMS its solidarity with the people of Cuba.

De Amerikaanse president Donald Trump haalt op de eerste dag en zonder enig excuus uit naar Cuba. Het besluit om de harde maatregelen van economische oorlogsvoering tegen Cuba, die zijn voorganger slechts enkele dagen eerder had afgeschaft, opnieuw in te voeren, is een demonstratie van de agressiviteit van het Amerikaanse imperialisme tegen de soevereiniteit, de vrede en het welzijn van de Cubaanse bevolking. Onder hen is de opname van ons land, eens te meer, in de willekeurige lijst van staten die zogenaamd terrorisme sponsoren, een vermelding die blijk geeft van een absolute minachting voor de waarheid.
Dit is niet verrassend. In de verklaring van het Ministerie van Buitenlandse Zaken van 14 januari werd al gewaarschuwd: “dat de regering van dat land de maatregelen die vandaag zijn aangenomen in de toekomst zou kunnen terugdraaien, zoals bij andere gelegenheden is gebeurd en als teken van het gebrek aan legitimiteit, ethiek, consistentie en redelijkheid in haar optreden tegen Cuba”. Hij bevestigde ook dat “Amerikaanse politici gewoonlijk niet stoppen om rechtvaardiging te vinden…”. Zo regeren ze namelijk in dat land.
Trump heeft zijn machtsovername opgevat als de kroning van een keizer. Zijn ambitie omvat, om te beginnen, de verovering van Canada, de usurpatie van Groenland, de hernoeming van de Golf van Mexico en de onteigening van de Panamezen van hun kanaal. De hegemoniale Monroe Doctrine en het Manifest Destiny, die met bloed en vuur werden opgelegd aan Latijns-Amerika en het Caribisch gebied, vormen de leidraad van het nieuwe regeringsteam.
De groepen en politici die van agressie tegen Cuba een manier van leven hebben gemaakt, die decennialang hebben geprofiteerd van de anti-Cubaanse zaken en die vandaag de dag de bezopenheid van de nieuwe president delen, zijn met hem geassocieerd. Ze dragen allemaal een zware verantwoordelijkheid voor de moeilijke economische situatie van het land en voor de toename van de migratiestroom van Cuba naar de Verenigde Staten.
Deze nieuwe daad van agressie van de Amerikaanse regering tegen het Cubaanse volk toont eens te meer het ware, wrede en genadeloze doel van deze en zovele andere maatregelen ter afsluiting en verstikking van Cuba met het oog op overheersing. Het is de reactie van onmacht, het onvermogen om onze wil te buigen en tegenover het respect, de sympathie en de steun die de revolutie afdwingt bij de volkeren van de wereld.
De economische blokkade, de versterking ervan en de nieuwe agressieve maatregelen zullen met zeer schadelijke gevolgen blijven drukken op onze economie, de levensstandaard, het ontwikkelingspotentieel en de legitieme dromen van rechtvaardigheid en welzijn van het Cubaanse volk, net als in de afgelopen jaren.
Ze zullen ons niet afbrengen van de socialistische koers, van de vastberadenheid om de economie te herstellen, om de grootste solidariteit, creativiteit, talent en werklust te koesteren en om vrijheid, onafhankelijkheid, soevereiniteit en het voorrecht om een toekomst op te bouwen, zonder buitenlandse inmenging, te verdedigen als een onneembaar bastion.
Het Cubaanse volk is dankbaar voor de vele blijken van steun en solidariteit die het heeft ontvangen uit de hele wereld, van regeringen, Cubanen die in het buitenland wonen, parlementen, politieke, religieuze en sociale organisaties en politici uit de Verenigde Staten en andere landen.
Niemand hoeft zich illusies te maken. Het Cubaanse volk heeft zich met duidelijke vastberadenheid en kracht geuit in de mars van 20 december. Hier overheerst de overtuiging dat CUBA ZAL WINNEN.

Le président américain Donald Trump se déchaîne contre Cuba dès le premier jour et sans aucun prétexte. La décision de rétablir les dures mesures de guerre économique contre Cuba, que son prédécesseur avait éliminées quelques jours auparavant, est une démonstration de l’agressivité de l’impérialisme américain contre la souveraineté, la paix et le bien-être de la population cubaine. Parmi elles, l’inclusion de notre pays, une fois de plus, dans la liste arbitraire des États censés soutenir le terrorisme, une désignation qui témoigne d’un mépris absolu pour la vérité.
Cela n’est pas surprenant. Le communiqué publié par le ministère des affaires étrangères le 14 janvier prévenait déjà : « que le gouvernement de ce pays pourrait revenir à l’avenir sur les mesures adoptées aujourd’hui, comme cela s’est produit en d’autres occasions et comme signe du manque de légitimité, d’éthique, de cohérence et de raison dans sa conduite à l’égard de Cuba ». Il a également affirmé que « les hommes politiques américains n’ont pas l’habitude de s’arrêter pour trouver des justifications… ». C’est ainsi qu’ils gouvernent dans ce pays.
Trump a interprété son accession au pouvoir comme le couronnement d’un empereur. Son ambition comprend, pour commencer, la conquête du Canada, l’usurpation du Groenland, le changement de nom du golfe du Mexique et la dépossession des Panaméens de leur canal. La doctrine hégémonique de Monroe et la Destinée Manifeste, qui ont été imposées à l’Amérique latine et aux Caraïbes par le sang et le feu, guident la nouvelle équipe gouvernementale.
Les groupes et les hommes politiques qui ont fait de l’agression contre Cuba un mode de vie, qui ont profité pendant des décennies du business anti-cubain, et qui partagent aujourd’hui l’ivresse du nouveau président, lui sont associés. Tous portent une lourde responsabilité dans la situation économique difficile du pays et dans l’augmentation du flux migratoire de Cuba vers les États-Unis.
Ce nouvel acte d’agression du gouvernement américain contre le peuple cubain montre, une fois de plus, le véritable objectif, cruel et impitoyable, de ces mesures d’encerclement et d’étouffement, et de tant d’autres, qui sont appliquées à Cuba à des fins de domination. C’est la réaction d’impuissance face à l’impossibilité de faire plier notre volonté et face au respect, à la sympathie et au soutien que la Révolution suscite parmi les peuples du monde.
Le blocus économique, son renforcement et les nouvelles mesures agressives continueront à peser, avec un effet très néfaste, sur notre économie, le niveau de vie, le potentiel de développement et les rêves légitimes de justice et de bien-être du peuple cubain, comme ils l’ont fait ces dernières années.
Elles ne nous détourneront pas de notre voie socialiste, de notre détermination à redresser l’économie, à encourager la plus grande solidarité, la créativité, le talent, l’esprit de travail, et à défendre la liberté, l’indépendance, la souveraineté et le privilège de construire un avenir sans ingérence étrangère comme un bastion inexpugnable.
Le peuple cubain est reconnaissant pour les nombreuses expressions de soutien et de solidarité reçues du monde entier, des gouvernements, des Cubains vivant à l’étranger, des parlements, des organisations politiques, religieuses et sociales et des personnalités politiques des États-Unis et d’autres pays.
Personne ne doit se faire d’illusions. Le peuple cubain s’est exprimé avec une détermination et une force évidentes lors de la marche du 20 décembre. Ici prévaut la conviction que CUBA VA GAGNER.

U.S. President Donald Trump is lashing out against Cuba from day one and without any pretext. The decision to reinstate the harsh measures of economic warfare against Cuba, which his predecessor eliminated only days before, is a demonstration of the aggressiveness of U.S. imperialism against the sovereignty, peace and welfare of the Cuban population. Among them is the inclusion of our country, once again, in the arbitrary list of States that allegedly sponsor terrorism, a designation that evidences an absolute disregard for the truth.

De Cubaanse minister van Buitenlandse Zaken Bruno Rodríguez Parrilla zei woensdag dat de beslissing van de regering van Joe Biden om Cuba te schrappen van de lijst van staten die volgens Washington terrorisme sponsoren “serieus, belangrijk en in de goede richting was, hoewel zeer beperkt en laat”.
Cuba’s aanwezigheid op de lijst van het State Department “miste elke geloofwaardigheid, echter de praktische gevolgen in de financiële sector zijn enorm” en zijn gericht op “het genereren van schade aan de Cubaanse familie”, stelde hij.
De Verenigde Staten zetten stappen in de goede richting, maar de blokkade blijft van kracht.

De blokkade van de VS tegen Cuba is door de meerderheid van de wereld veroordeeld, maar in plaats van deze op te heffen hebben de opeenvolgende Amerikaanse regeringen de blokkade de afgelopen jaren alleen maar erger gemaakt.

In september heeft de Amerikaanse president Joe Biden voor het vierde achtereenvolgende jaar de Amerikaanse sancties tegen Cuba verlengd op grond van de Trading with the Enemy Act (TWEA), een archaïsche wet uit 1917 die is ontworpen om de handel met Duitsland tijdens de Eerste Wereldoorlog af te snijden en die een belangrijke pijler is van de blokkade. De aankondiging betekent dat de economische blokkade tegen Cuba, een beleid dat al meer dan zes decennia door zowel Republikeinse als Democratische regeringen wordt gehandhaafd, tot 2025 van kracht zal blijven, ondanks de dringende oproep van Cuba om de blokkade op te heffen. Laten we niet vergeten dat het Biden was, de democraat die tijdens zijn campagne voor het presidentschap zei dat hij de betrekkingen met ons zou verbeteren.
